Нужно включить фикс баги в ближайший патч на 2016 MR1.
Суть проблемы ниже.
Для реализации требования на downgrade в 2015 MR2 была введена новая версия тикета с лицензионными периодами.
Продукт 2015 MR2 как и 2016 MP0 понимал обе версии тикета.
В 2016MR1 поддержка старой версии тикета в PDK Licensing была удалена.
Так как с 2015 MR2 тикеты старой версии больше не присылаются сервисом, то с активными лицензиями которые после этого момента получали тикеты проблем нет.
Если же у пользователя на ПК осталось лицензинное хранилище с тикетом в старом формате, то при установке на этот ПК 2016MR1 продукт подхватит хранилище и при первом старте выдаст сообщение об ошибке «key file is invalid».
Активация любой лицензии будет заканчиваться такой же ошибкой, т.к. сначала проверяется лицензия, которая есть в хранилище.
В итоге пользователь будет иметь продукт который нельзя активировать.
От саппорта есть подобные обращения. Помогает полное удаление лицензионного хранилища либо откат на 2016 MP0.

Пользовательский сценарий такой:
1. Установить продукт (2015MR2 и ниже);
2. Активировать лицензию;
3. Удалить продукт до июня 2014 года (до того момента когда сервис перестал присылать старую версию тикета) либо как-то ещё препятствовать обновлению тикета (не включать ПК или Интернет);
4. Установить продукт 2016 MR1;
5. Попытаться активировать лицензию.
